Waives the requirement under rule XIII of the House of Representatives of a two-thirds vote to consider a Committee on Rules report on the same day it is presented to the House, with respect to any resolution reported by such Committee on November 16, 2001, providing for consideration or disposition of a bill making appropriations for the Department of Defense for FY 2002.
