To require the Administrator of the Environmental Protection Agency to prescribe a rule that prohibits the importation for disposal of polychlorinated biphenyls at concentrations of 50 parts per million or greater.
Amends the Toxic Substances Control Act to require the Administrator of the Environmental Protection Agency to promulgate rules to prohibit the importation for disposal of polychlorinated biphenyls (PCBs), or PCB items, at concentrations of 50 parts per million or greater. Permits exemptions from this prohibition for specific transboundary shipments into the United States for disposal of such materials.
