Summary

Mandates a two-calendar-year moratorium on certain annual certifications to Congress under the Foreign Assistance Act of 1961 required to allow a major drug-transit country or major illicit drug producing country to expend withheld bilateral assistance and multilateral development assistance, provided it has cooperated fully with the United States to achieve full compliance with the goals and objectives established by the United Nations Convention Against Illicit Traffic in Narcotic Drugs and Psychotropic Substances. Declares that a certain international narcotics control strategy report, required as part of such certifications, shall continue to be required for the two years of the moratorium.
