Access to Thermal Imaging Cameras Act - Authorizes the Director of the Federal Emergency Management Agency (FEMA) to make competitive grants to fire departments for the purpose of acquiring thermal imaging cameras. Requires the non-Federal share of acquisition costs to be 33 percent.
Declares the sense of Congress that any funds appropriated to FEMA for this purpose should be offset with corresponding reductions in funds appropriated to carry out other Federal programs.
