Summary

Directs the Secretary of the Interior, acting through the Director of the Bureau of Land Management, to grant to Crook and Deschutes Counties, Oregon, a right-of-way to West Butte Road which shall: (1) extend from Reservoir Road in Crook County to U.S. Route 20 in Deschutes County; and (2) extend in width 100 feet on each side of the centerline of West Butte Road.

Directs the Counties to address specified environmental concerns associated with any development of West Butte Road.

Requires the counties, in exchange for the rights-of-way, to relinquish any right, title, or interest in any right-of-way claim held to George Millican Road.
