Directs the Secretary of the Interior, acting through the Director of the National Park Service, to enter into a memorandum of understanding with the Partnership regarding the objectives and management of the Heritage Route. Requires the Partnership to submit a management plan that encompasses conservation, funding, management, and development for the Secretary's approval and implementation.
Authorizes the Secretary to provide technical and financial assistance.
