To amend title XIX of the Social Security Act to require criminal background checks on drivers providing Medicaid medical assistance transportation services.
Amends title XIX (Medicaid) of the Social Security Act to prohibit Medicaid payments to States with approved State Medicaid plans for expenditures for non-emergency medical transportation services where the contractor has failed to assure the Secretary of Health and Human Services that it has satisfactory arrangements to assure that: (1) any driver providing such services has undergone a criminal background check; and (2) any individual convicted of a felony involving violence or the use, distribution, or manufacture of alcohol or drugs is not an eligible service provider.
