To amend the Federal Election Campaign Act of 1971 to prohibit candidates for election to the House of Representatives from accepting contributions from individuals who do not reside in the district the candidate seeks to represent.
Amends the Federal Election Campaign Act of 1971 to prohibit a candidate for Congress from accepting a contribution from any individual who is not a resident of the congressional district involved.
