Railroad Crossing Delay Safety Assurance Act - Authorizes a State or local government, in order to ensure public safety, to enact a law or regulation to address the problem of trains blocking road traffic, if the Secretary of Transportation has not issued regulations to address such problem before August 1, 2002.
