Limits to $14 million the amount authorized to be paid by the Secretary of Veterans Affairs to State and local agencies for FY 2003 for the reimbursement of administrative expenses related to ascertaining the qualifications of educational institutions for furnishing courses to veterans and eligible beneficiaries under the Montgomery GI Bill and other veterans' educational assistance programs.

Increases until the end of FY 2003 the loan fee authorized to be charged by the Secretary for certain veterans' housing loans guaranteed, insured, or made through the Department of Veterans Affairs.
