To require the Director of the Office of Management and Budget to include an outlying county in a metropolitan statistical area if the county meets certain requirements.
Requires the Director of the Office of Management and Budget, in determining a metropolitan statistical area, to include an outlying county in the area if: (1) between 15 and 20 percent of the outlying county's employed residents are employed in the central county or counties of the area; (2) between 15 and 25 percent of individuals employed in the outlying county reside in such central county or counties; and (3) the outlying county has combined with such central county or counties as part of a metropolitan planning organization or is part of a regional area designated by a Federal agency for purposes of providing funds.
