Freedom to be a Patriot Act - Prohibits a department or agency of the United States from transferring any Federal funds: (1) to an individual or entity that prohibits the patriotic display of the U.S. flag; or (2) that the head of such department or agency determines are likely to be subsequently transferred to such an individual or entity.
