To prohibit the importation into the United States of colombo tantalite from certain countries involved in the conflict in the Democratic Republic of the Congo, and for other purposes.
Prohibits the importation into the United States of colombo tantalite (coltan) or tantalum, tantalum ore, or tantalum powder from the countries of Rwanda, Uganda, Burundi, or the Democratic Republic of the Congo. Prohibits a U.S. person from purchasing such products from such countries outside of the United States. Sets forth a civil penalty for violations of this Act.
Directs the Commissioner of Customs to determine, to the extent possible, the origins of such products in order to prevent their transshipment through another country for the purpose of evading the requirements of this Act.
