Directs the Administrator of General Services to transfer to the Secretary of Housing and Urban Development the Poinciana Plaza Housing property, located in the City of Key West, Florida.
Authorizes the Secretary to sell such property only to Key West for the purpose of providing low- and moderate-income housing.
