Revises requirements for administration of the Child and Family Services program, authorizing appropriations for FY 2002 through 2006 for promoting safe and stable families and for discretionary grants for State plan activities.
Amends the Omnibus Budget Reconciliation Act of 1993 with respect to grants to the highest State courts in States participating in the Child and Family Services program. Requires the Secretary to make such grants to courts to implement improvements deemed necessary as a result of mandatory court assessments to: (1) provide the safety, well-being, and permanence of children in foster care; and (2) implement a corrective action plan, as necessary, resulting from reviews of child and family service programs.
Subtitle B: Mentoring Children of Prisoners - Amends SSA title IV part B to direct the Secretary of Health and Human Services to make grants for mentoring programs in FY 2002 through 2006 to qualified applicant local governments in areas that have significant numbers of children of prisoners. Authorizes appropriations.
Title II: Foster Care and Independent Living - Amends part E (Foster Care and Adoption Assistance) of SSA title IV to: (1) make it a purpose of the John H. Chafee Foster Care Independence Program to make available vouchers for education and training, including postsecondary training and education, to youth who have aged out of foster care; (2) provide for the reallocation of unused funds under such program; and (3) extend through FY 2002 the availability of program payments made to a State for FY 2000.
Title III: Effective Dates - Sets forth the effective dates of this Act.
