To prohibit the purchasing, issuing, or wearing of berets as standard Army headgear (other than for certain specialized units) until the Secretary of the Army certifies to Congress that the Army ammunition shortfall has been eliminated.
Prohibits the Secretary of the Army from contracting for the purchase of berets, authorizing or requiring the wearing of berets, or issuing a beret for use as standard army headgear until the Secretary certifies that any shortfall of army ammunition has been eliminated.
Makes the prohibition inapplicable to army specialized units for which the wearing of berets is specifically authorized.
