Legislature-reorganization of department of audit.
This draft bill would provide a process to transfer the Public Funds Division of the State Department of Audit to the Legislature, subject to legislative approval of a reorganization plan. The directors of the Department of Audit and the Legislative Service Office are tasked with jointly preparing a reorganization plan, which must address operational continuity, administrative responsibilities, necessary statutory and regulatory changes, and the transfer of personnel, equipment, and funds. The plan must be submitted to the governor, Management Council, and Management Audit Committee by July 1, 2026, and made available to the public. Public hearings will be held on the plan before the 2027 legislative session, during which legislation may be introduced to implement the reorganization. Existing rules, regulations, and obligations of the Department of Audit will remain valid until amended or repealed following legislative approval of the reorganization plan.
