AN ACT to amend Tennessee Code Annotated, Title 55, Chapter 10; Title 55, Chapter 8 and Title 55, Chapter 9, relative to driver courses for traffic offenses.
Present law requires an officer to issue a citation to persons arrested for a violation of certain traffic offenses punishable as a misdemeanor in lieu of an arrest. Such persons may elect not to contest the charge and, instead, pay a fine and costs to the clerk of court rather than making an appearance in court. This bill allows such a person who is charged with speeding to register for a department-approved driver education course. Up to five points will be removed from the person's driving record u po n successful completion of the course within 90 days of the conviction. ON MARCH 23, 2026, THE HOUSE ADOPTED AMENDMENT #1 AND PASSED HOUSE BILL 1891, AS AMENDED. AMENDMENT #1 makes the following changes: Changes that the approved driver education courses must be available online from the court clerk's website to the department of transportation's website. Requires a provider of a department-approved driver education course to provide the department, through the department's website, certificates of completion within 30 days of course completion. Such a provider must also provide information to each person who successfully completes the course regarding the department's process for the removal of points charged to the person's driving record.
