Summary

This bill requires a person who holds a license to accept wagers from bettors on sporting events ("licensee"") to prohibit access to interactive sports wagering on the campus of an institution of higher education. As used in this bill, ""campus"" means the geographical boundaries of an institution of higher education's primary contiguous campus property, including the entirety of any parcel of non-contiguous property or satellite facility of the institution within one mile of any boundary of the institution' s primary contiguous campus property that is used for student residential or communal purposes, but excluding those used solely for classrooms, maintenance, administrative purposes, or storage . The term also includes each sports venue located in this state that is utilized by an institution for a sanctioned collegiate or athletic sport or sporting event that is governed by a sports governing body and that is not located on the institution's campus, regardless of wheth er such venue is owned by the instituti on . For purposes of prohibiting access to interactive sports wagering at such a sports venue, a licensee must prohibit such access at the sports venue for the entire calendar day on which such sport or sporting event is conducted. DUTY OF INSTITUTION OF HIGHER EDUCATION This bill requires a n institution of higher education that provides internet access to students, faculty, staff, or the general public to prohibit access to interactive sports wagering on its campus through any server or hard-wired or wireless network maintained or operated by the institution for purposes of accessing the internet."
