An Act amending Title 23 (Domestic Relations) of the Pennsylvania Consolidated Statutes, in proceedings prior to petition to adopt, further providing for relinquishment to adult intending to adopt child, for alternative procedure for relinquishment and for petition for involuntary termination; and providing for reinstatement of parental rights.

An Act amending Title 42 (Judiciary and Judicial Procedure) of the Pennsylvania Consolidated Statutes, in juvenile matters, further providing for definitions and for release or delivery to court, providing for mandatory counsel, for child interrogation and for refusal to be recorded electronically and further providing for powers and duties of the Juvenile Court Judges' Commission.

An Act amending Title 42 (Judiciary and Judicial Procedure) of the Pennsylvania Consolidated Statutes, in juvenile matters, establishing the RECLAIM Program and the RECLAIM Advisory Committee; requiring the establishment of county delinquent youth care and custody funds; and imposing duties on the Department of Human Services.
