This Act caps low carbon fuel standards at a ten percent reduction and stops local governments from banning large fuel tanks. (Flesch Readability Score: 64.6). Prohibits local governments from prohibiting or limiting the storage capacity of fossil fuel terminals. Takes effect on the 91st day following adjournment sine die.
