Title: Creates authority to coordinate emergency management.
The Act creates new systems and structures and changes law to improve emergency response in the state. (Flesch Readability Score: 65.1). Authorizes counties to waive certain civil penalties related to food service facilities during emergencies. Requires the Department of the State Fire Marshal to study health coverage for firefighters.
