Summary

Subject to approval by the voters at the general election on November 3, 2026, amends Article VI, Section 5 of the State constitution by granting voters the right to early voting in all primary and general elections in even-numbered years as follows. Requires county boards of election (county board(s)) to designate a minimum of 14 days prior to election day for early voting, select early voting site locations, and determine staffing needs and hours for each site, subject to the three listed requirements pertaining to hours of operation, allow onsite voter registration with the ability to vote early after completing the registration, and increase staffing and hours to meet capacity. Provides ballot language for the constitutional amendment and directives for the State Board of Elections and Secretary of State regarding certification and enrollment. Deems the amendments effective upon certification.
