Requires vehicle rental agreements instruct renters to remove personal information before returning the vehicle and permits rental vehicles to have decals informing the renter to remove such information

Permits localities to opt to reduce renters' payments towards rent to one-third of household income for eligible participants in the SCRIE and DRIE programs

Includes households who are fleeing or attempting to flee domestic violence under the family homelessness and eviction prevention supplement ("FHEPS") program
