Existing law requires the clerk of a court in which a person was convicted of a violation of the Vehicle Code or other specified provisions, to prepare and forward an abstract of the record of conviction to the Department of Motor Vehicles (DMV), as specified. Existing law authorizes the Judicial Council to perform audits, reviews, and investigations of superior court operations and records, as specified. This bill would require the Judicial Council, commencing on January 1, 2028, and every 3 years thereafter, to prepare and submit a report to the Legislature regarding superior court compliance with specified deadlines for transmitting an abstract of the record of conviction to the DMV, for certain violations, including vehicular manslaughter and driving under the influence of alcohol, pursuant to the above-described provisions.
