An Act relating to the rights of minors undergoing evaluation or inpatient treatment at psychiatric hospitals; relating to the use of seclusion or restraint of minors at psychiatric hospitals; relating to a report published by the Department of Health; relating to inspections by the Department of Health of certain psychiatric hospitals; and providing for an effective date.

An Act relating to financing by the Alaska Industrial Development and Export Authority for workforce housing development projects; relating to a mandatory exemption from municipal property taxes for certain assets of the Alaska Industrial Development and Export Authority; and providing for an effective date by repealing the effective date of sec. 2, ch. 64, SLA 2018.

An Act relating to inactive state accounts and funds; repealing the public access fund; repealing the Alaska temporary assistance program emergency account; repealing the 2001 Special Olympics World Winter Games reserve fund; and providing for an effective date.

Supporting the continued development of the Alaska Liquefied Natural Gas Project; recognizing the importance of the Alaska Liquefied Natural Gas Project to the economy of the state, energy independence, and national security; and urging the United States Congress, President Donald J. Trump, Secretary of the Interior Douglas Burgum, and relevant federal agencies to take all necessary actions to expedite the success of the Alaska Liquefied Natural Gas Project.

Suspending Rules 24(c), 35, 41(b), and 42(e), Uniform Rules of the Alaska State Legislature, concerning House Joint Resolution No. 18, supporting the continued development of the Alaska Liquefied Natural Gas Project; recognizing the importance of the Alaska Liquefied Natural Gas Project to the economy of the state, energy independence, and national security; and urging the United States Congress, President Donald J. Trump, Secretary of the Interior Douglas Burgum, and relevant federal agencies to take all necessary actions to expedite the success of the Alaska Liquefied Natural Gas Project.

Supporting a comprehensive energy and economic strategy for the state; urging the federal government to disburse previously appropriated funds for energy and infrastructure projects; affirming the principle of energy equity and committing to a future-oriented energy strategy for the state; encouraging state agencies to aggressively pursue opportunities to develop and process critical minerals; directing state agencies to coordinate energy and economic planning; and championing a unified voice in support of the state's full development potential.

Relating to developing a comprehensive energy development policy and plan for the Office of Energy

ENERGY: Urges and requests the Department of Conservation and Energy and the Louisiana Geological Survey to study and develop recommendations for the collection, retention, and access to the state's subsurface data
