Summary

This act: (1) makes an appropriation of $36,635,222 from the Children First Trust Fund to the entities and for the purposes described in Section 41-15B-2.2, Code of Alabama 1975, for the fiscal year ending September 30, 2027; (2) requires all revenues from the tobacco settlement for the Children First Trust Fund be deposited within 30 days of receipt; (3) requires available tobacco revenues to be allocated quarterly to each respective agency; (4) transfers State Board of Education Children First Trust Fund funds to the State General Fund; (5) makes an appropriation of $43,789,530 from additional tobacco settlement funds to various entities for the fiscal year ending September 30, 2027; (6) requires additional tobacco revenues available for the fiscal year ending September 30, 2027, to be conditionally appropriated; (7) requires that Children First Trust Fund funds only be allotted after the Secretary of the Department of Early Childhood Education approves a plan of investment for each agency receiving funds; and (8) requires the secretary to report on approved plans to the Joint Interim Legislative Oversight Committee and the Alabama Children's Policy Council.
