Summary

This act: (1) establishes the Alabama Resilience Council as an appointed advisory group within the executive branch to develop resilience initiatives addressing natural and man-made disaster risks and facilitate collaboration among agencies, the private sector, and communities; (2) establishes the position of Chief Resilience Officer, appointed by the Commissioner of Insurance, to coordinate the council's activities; (3) provides the council's composition and the council's and the Chief Resilience Officer’s duties; (4) requires the Chief Resilience Officer, with oversight from the council, to develop and maintain a comprehensive statewide resilience plan by October 1, 2028, including a statewide comprehensive risk and vulnerability assessment, resilience actions, and implementation strategies; (5) establishes the Alabama Resilience Council Fund in the State Treasury to support the council's and the Chief Resilience Officer’s activities; and (6) establishes the Office of Risk and Resilience within the Department of Insurance to promote programs that address risk and resilience issues and promote a healthy insurance market.
