New York City taxi and limousine commissioner, 1970-1972. New York City councilman, 1973-1974. Delegate, Democratic National Convention, 1964. Elected as a Democrat to the Ninety-fourth and to the three succeeding Congresses, and served from January 3, 1975, until his resignation on August 25, 1982. Died on December 28, 2019, in Manhattan, N. Y.
