Associate task force director, Hoover Commission, 1948. Member of the Council of Economic Advisers to the President, 1953-1954 and 1956-1957. Elected as a Democrat to the Eighty-eighth and to the ten succeeding Congresses (January 3, 1963-January 3, 1985). Unsuccessful candidate for reelection to the Ninety-ninth Congress in 1984. Died on September 18, 1994, in Cockeysville, Md.
