A. , University of Texas, Austin, Tex. , 1968. J. D. , University of Texas Law School, Austin, Tex. , 1971. Admitted to the Texas bar in 1971. Lawyer, private practice. Legal counsel, United States Department of Commerce, 1971-1972. Chief legislative counsel to United States Senator John Tower of Texas, 1972-1974. Deputy for congressional affairs, Federal Energy Administration, 1974-1975. Delegate to the Republican National Convention, 1984, 1988, and 1992. Special assistant for legislative affairs to President Gerald Ford, 1975-1977. Elected as a Republican to the Ninety-sixth and to the three succeeding Congresses (January 3, 1979-January 3, 1987). Was not a candidate of reelection in 1986, but was an unsuccessful candidate for nomination as Governor of Texas.
