Biography
A Representative from Maine. Born in Portland, Maine, July 11, 1925. Attended the public schools in Portland, Maine, and the Massachusetts Institute of Technology. Graduated from the United States Naval Academy in 1947. Graduated from Harvard Law School, in 1957. Served in the United States Navy, 1944-1953, discharged with rank of lieutenant. Admitted to the bar in 1957 and commenced the practice of law in Portland, Maine. Served from 1957 to 1959 as counsel to the Maine Public Utilities Commission, Augusta, Maine. Elected as a Democrat to the Ninetieth and to the three succeeding Congresses (January 3, 1967-January 3, 1975). Unsuccessful candidate for reelection in 1974 to the Ninety-fourth Congress. Served in the United States Department of State, 1980-1982. Resumed the practice of law in Washington, D. C. Died on July 10, 2012, in Washington, D. C.
