Assistant city solicitor for Portsmouth, 1947-1951. Scioto County prosecutor, 1951-1955. Elected as a Republican to the Eighty-seventh and to the nine succeeding Congresses (January 3, 1961-January 3, 1981). Was not a candidate for reelection to the Ninety-seventh Congress in 1980. Consultant in Washington, D. C. , 1981-1986. Died on October 11, 2010, in Portsmouth, Ohio.
