Member of the Salem City Council, 1960-1963. Member of the Massachusetts Legislature, 1964-1969. Democratic State committeeman, 1968. Elected as a Democrat to the Ninety-first Congress by special election, to fill the vacancy caused by the death of United States Representative William H. Bates, and reelected to the four succeeding Congresses (September 30, 1969-January 3, 1979). Was not a candidate for reelection to the Ninety-sixth Congress in 1978. Is a resident of Beverly, Mass.
