A Representative from New York. Born in Syracuse, Onondaga County, N. Y. , July 19, 1920. Attended the Syracuse, N. Y. , schools. Graduated from St. Lucy's Academy in 1938. United States Army, 1942-1946. Business owner. Elected as a Democrat to the Eighty-ninth and to the seven succeeding Congresses (January 3, 1965-January 3, 1981). Chair, Committee on Post Office and Civil Service (Ninety-sixth Congress). Was not a candidate for reelection in 1980 to the Ninety-seventh Congress. Died on October 16, 2003, in Geddes, N. Y.
