Biography
A Representative from Connecticut. Born in New Haven, Conn. , October 15, 1919. Attended North Haven public schools. Graduated from Fordham College, New York City, in 1941, and University of Connecticut in 1943. Served in the United States Army from 1943 until separated from the service as a first lieutenant in 1946. Captain, Judge Advocate General Corps, United States Army Reserve. Was admitted to the bar in 1947 and commenced the practice of law in New Haven, Conn. Member of North Haven Board of Education 1949-1955. Assistant clerk, Probate Court, New Haven, Conn. , 1952-1954. Chairman, Connecticut Personnel Appeals Board 1955-1958. Third selectman, North Haven, 1955-1957. Unsuccessful Democratic candidate for election in 1956 to the Eighty-fifth Congress. Elected as a Democrat to the Eighty-sixth and to the ten succeeding Congresses (January 3, 1959-January 3, 1981). Chairman, Committee on the Budget (Ninety-fifth and Ninety-sixth Congresses). Was not a candidate for reelection to the Ninety-seventh Congress in 1980. Died on May 24, 2006, in Arlington, Va. Interment in Center Cemetery, North Haven, Conn.
