Director, Delaware State Development Department, 1969-1970. Co-chairman and chief operating officer, Republican National Committee, 1971-1973. Delegate to Republican National Conventions, 1972, 1976, 1980. Elected as a Republican to the Ninety-fifth, Ninety-sixth, and Ninety-seventh Congresses (January 3, 1977-January 3, 1983).
