Graduated, University of Washington, Seattle (civil engineering) 1948, and received a graduate degree from that university in 1949. Served in the United States Navy 1943-1946. Returned to duty 1951-1953. Civil engineer and contractor. Member, Washington State house of representatives 1956-1965. Governor 1965-1977. Chairman of the National Governors Association 1973-1974. President, Evergreen State College, Olympia, Wash. , 1977-1983. Appointed on September 8, 1983, to the United States Senate to fill the vacancy caused by the death of Henry M. Jackson. Took the oath of office on September 12, 1983. Subsequently elected by special election as a Republican on November 8, 1983, to complete the term, and served from September 8, 1983, to January 3, 1989. Not a candidate for reelection in 1988. Chairman, Daniel J. Evans Associates 1989-. Member, University of Washington Board of Regents 1993-2005, serving as president 1996-1997. Was a resident of Seattle, Wash. , until his death on September 20, 2024.
