Biography
A Representative from New York. Born in Buffalo, Erie County, N. Y. , September 27, 1915. Attended parochial school, Buffalo Technical High School, Canisius College, Buffalo, N. Y. And the University of Buffalo. With the Bureau of Internal Revenue, Treasury Department, 1940-1947. Veteran of the Second World War. Accountant and tax consultant. Special agent in the Price Stabilization Administration 1951-1953. In 1953 was elected Walden district councilman for two terms and in 1957 was elected councilman-at-large of the city of Buffalo for a four-year term. Elected as a Democrat to the Eighty-sixth Congress. Reelected to the seven succeeding Congresses and served from January 3, 1959, until his resignation December 31, 1974. Chairman, Committee on Post Office and Civil Service (Ninetieth through Ninety-third Congresses). Was not a candidate for reelection in 1974 to the Ninety-fourth Congress. Was a resident of Buffalo, N. Y. , until his death there on October 11, 1988. Interment in Mount Calvary Cemetery, Cheektowaga, N. Y.
