Elected as a Republican to the Ninety-seventh Congress (January 3, 1981-January 3, 1983). Unsuccessful candidate for reelection to the Ninety-eighth Congress in 1982 and for election to the Ninety-ninth Congress in 1984. Visiting professor of government, Connecticut College, New London, 1983-1984. Assistant secretary, Department of Health and Human Services, 1985-1987.
