A Representative from Minnesota. Born in Roseau, Roseau County, Minn. , July 22, 1928. Attended the Roseau public schools. University of Minnesota School of Agriculture, St. Paul, Minn. , 1948. Farmer. Chairman, Minnesota Agriculture Stabilization and Conservation Service, March 1961-January 1963. Midwest director, U. S. Department of Agriculture, January 1963-May 1968. Unsuccessful candidate for election to the Ninety-first Congress in 1968. Elected as a Democrat to the Ninety-second and to the three succeeding Congresses, until his resignation on January 22, 1977, (January 3, 1971-January 22, 1977). Secretary of Agriculture, 1977-1981. President, Farmland World Trade, March 1981-September 1982. Vice president and general manager, National Rural Electric Cooperatives Association, Washington, D. C. , 1982-1993. Died on December 9, 2018 in Roseau, Minn. Interment at Hope Cemetery, Roseau, Minn.
