To amend the Food Security Act of 1985 to allow for emergency use of certain land during a pandemic, and for other purposes.

This bill provides authority for the Department of Agriculture during a pandemic to permit activities such as emergency haying and grazing on land that is subject to a contract under the Conservation Reserve Program.
