To require that in a notice of proposed rule making for a new rule, the notice shall identify two rules which the agency intends to repeal.

This bill requires federal agencies to include in the notice of a proposed rulemaking for a new rule an identification of two rules that the agency intends to repeal, unless the proposed rule is required by statute.
