To amend the Higher Education Act of 1965 to discontinue certain administrative cost allowances, and for other purposes.

This bill amends title IV (Student Assistance) of the Higher Education Act of 1965 to eliminate payments to institutions of higher education to defray the costs of administering the Federal Pell Grant program.
