Constitutional Amendment
This joint resolution states that if the population of a U.S. territory exceeds 30,000, the territory shall appoint a number of electors of President and Vice President equal to the number of Representatives to the House of Representatives to which the territory would be entitled if it were a state. Such electors shall be in addition to those appointed by the states and Washington, DC. Such electors shall perform such duties as provided by the 12th Amendment to the Constitution.
