Putting Security First in Preclearance Act
This bill authorizes the Department of Homeland Security (DHS) to establish conditions for commencing U.S. Customs and Border Protection (CBP) security screening operations at preclearance facilities outside of the United States. DHS must give Congress 90-days notice before entering into any agreement to commence security screening operations at such a facility.
There shall be no funding either directly or through reimbursement by a foreign government or a foreign person of CBP security screening positions at such facilities.
