To authorize the President to transfer certain military equipment to the Government of Ukraine, and for other purposes.

Authorizes the President to transfer certain military equipment on a lease basis to the government of Ukraine.

States that nothing in this Act shall be construed as authorizing the use of military force under the Authorization for Use of Military Force.
