Permanently Protecting Tenants at Foreclosure Act of 2013 - Amends the Protecting Tenants at Foreclosure Act of 2009 to repeal its sunset date December 31, 2012 (thus making the Act permanent).
Establishes a private right of action to enforce compliance with such Act.
