Partnering with American Manufacturers for Efficiency and Competitiveness Act - Amends the National Institute of Standards and Technology Act to extend through FY2018 the authorization of appropriations to add capabilities to the Hollings Manufacturing Extension Partnership program, including the development of projects to solve new or emerging manufacturing problems.
