Expresses the sense of Congress that the U.S. Postal Service (USPS) should issue a commemorative postage stamp honoring the Reverend Doctor Leon Sullivan and that the Citizens' Stamp Advisory Committee should recommend to the Postmaster General that such stamp be issued.
